No, he needs to get a US passport from the US embassy in Mexico. People used to be able to cross between US and Mexico with just a birth certificate and drivers license, but recently the rules were changed and now pretty much everyone needs a passport. If he needs to travel soon he can pay extra to get it done faster than normal.
