My friend is in tijuana and she does not have a passport and she is a us citizen what can she do?

If she's a US citizen how do she get into Tijuana without a passport? If she is a US citizen & not another Mexican crossing illegally wanting to know how to get here & steal an identity. Go to a United Nations Branch bring here US Social Security Card & her US Drivers Licence, & also likely her Green Card. Fill out the paperwork but their is a 76% chance that she'll be declined cause she would would be filling outside the US.
