At&t bill be mailed to mexico?

I was thinking of getting a new phone in San Diego giving an address of a house we have in Tijuana mexico because it is so close by. I was wondering if at&t will do accept this? I go back and forth all the time. Oh and if i get internation texting is it possible to get calling too? and does that include from as far as cancun?
