My subs dont hit and keep turning off?

i have two 12" rockford fosgate subs (400 max ea.) with a 1000 watt phonix gold amp the dont hit as hard as the should and keep going out if i turn it up to loud. i dont know why i have 4 gauge cable for power and ground. help please lol
