What would happen if I do this?

So my mom is coming back from Tijuana by land. However, when she was about to leave she noticed that she couldn't find her Certificate Of Naturalization. So she decided to take a copy that they gave her a while ago at the county's office. What might happen if she tries to cross with just her ID and a copy of her Certificate Of Naturalization?
