What is the small beach town just south of the Californian-Mexican Border? Good to visit?

I am going on a road trip to san diego and wanted to explore some cool/new places. I was looking on google maps, and saw this small beach town on the map that id maybe be interested in visiting? Is it safe for US tourists (on a bright red car with CA plates) to travel to? I've heard it gets pretty rough in Tijuana. The place im talking about is just west of Mex High 1D. Or should I travel to Rosarito Beach? Or just stay outta trouble?
